CACEO: Sovereign Citizen Extremists

Description
This course will examine the origin and ideology of the sovereign citizen extremist movement and discuss the tactics utilized by sovereign citizen extremists, including violence and “paper terrorism.” Criminal activities of sovereign citizen extremists will be analyzed, including numerous types of fraudulent schemes. Different sovereign citizen extremist groups currently operating in the United States will be evaluated. In addition, recognizable behavioral indicators of sovereign citizen extremists will be identified. Finally, the course will discuss the evolving and serious threat sovereign citizen extremists pose to law enforcement and government officials and offer strategic tactics to counter this threat. Course Objectives: ● Explain the origin and ideology of the sovereign citizen extremist movement ● Recognize different behavioral indicators of sovereign citizen extremists ● Identify various methods of “paper terrorism” employed by sovereign citizen extremists ● Understand the different types of fraud schemes engaged in by some sovereign citizen extremists ● Identify the different types of sovereign citizen extremist groups currently operating in the United States ● Evaluate the threat posed by sovereign citizen extremists to law enforcement and government officials, including the potential for “spontaneous violence,” and identify specific strategic tactics to counter this threat.
