The City of San Diego implemented a universal transit pass program (“U-PASS) for its employees in July 2023 and has been working to expand its Transportation Demand Management (TDM) program. Employees and volunteers can get a fully subsidized, unlimited transit pass for MTS fixed route bus/trolley service and city employees are eligible for other commute incentives. Also, the City is expanding Community Parking Districts to better manage curb space and provide additional revenue streams for community mobility solutions. These bold steps help the City achieve the emissions reductions goals in the Climate Action Plan. This session will discuss the City’s development and implementation of TDM solutions, curb management strategies as well as key outcomes so far. Learning Objectives: 1. Understand how Climate Action Planning and Mobility Master Plan can lead to funding and implementation. 2. Learn best practices and lessons learned from San Diego’s work to implement holistic TDM strategies including the U-PASS. 3. Learn about how Community Parking Districts can be leveraged to enhance mobility solutions.
