Parking Facitilies Security Program - 2025-RFP-0022

Pasadena 2025-RFP-0022

Summary

The City of Pasadena Department of Transportation’s Parking Division is seeking the services of a qualified contractor by requesting proposals from highly qualified and experienced vendors with the capacity, capability, responsibility, experience, and accountability to provide security and safety services to address the City’s parking facilities’ security, crime prevention, customer service, and safety needs in eight (8) public parking facilities.  It is the intent of the City to enter into a five-year management agreement and two one-year extensions with a security provider that can demonstrate the ability and willingness to partner with the City in all aspects of security operations, crime prevention, professionalism, and exemplary customer service. The contract between the City and the Contractor is intended to commence within six months of publishing this RFP, provided it has been approved by the City Council.

The selected Contractor is expected to work closely with City staff and report directly to the City. In addition, the Contractor shall partner with the City's contracted parking facility operator to mitigate safety related concerns.

Background

Currently, the City's facilities are patrolled by several security companies. To maximize coverage, enhance service, and provide consistent levels of performance, the City is looking to consolidate the security to one company for all eight (8) facilities. Proposers are expected to furnish a self-sufficient program of security officers who will perform general guard duties as described in this RFP at the locations and schedules listed, appropriate supervision, and a dispatcher.
